Just as Birgitte Nyborg's new government is beginning to find its feet after the exit of the Green Party, there is once again internal strife among the coalition partners. This time it's from the right wing, where Svend Åge Madsen is submitting a bill that will lower the age of criminal responsibility from 14 to 12 years - a proposal that several Labour Party members support. Birgitte thereby risks being in the minority in parliament. The situation becomes even worse when Saltum is attacked on the street a few days later - by a 13-year-old! Saltum reaps sympathy from the general population, and the pressure on Birgitte grows.
