Three weeks after the failed government seminar, Troels Höxenhaven is elected as the new chairman of the Labour Party. The voters are enthusiastic about the change of leadership, and give Labour their highest opinion poll ratings for many years. At the same time, Höxenhaven takes over the Ministry of Foreign Affairs, and is not slow to assert himself when a Danish ship is hijacked by pirates off the Somali coast. Kasper convinces Birgitte that she'll have to put Höxenhaven in his place before he steals all the limelight. It soon turns out that Höxenhaven plans to challenge Birgitte for the post of prime minister, now that the Labour Party, with his help, has once again become the biggest party in the country.
